Translators should begin a new paragraph here (so Revised Standard Version, Good News Bible, Contemporary English Version).

And Jonathan dwelt in Jerusalem and began to rebuild and restore the city: The verb dwelt focuses on the beginning of the action in this context, so Good News Bible has “set up headquarters,” Contemporary English Version uses “moved,” and Goldstein and New Jerusalem Bible say “took up residence.” Jonathan began to rebuild and restore the city because of the damage done by Antiochus~IV and Antiochus~V (see 1Macc 1.31; 6.62). Judas had repaired some of the early damage (see 1Macc 4.60), but it is doubtful he could have accomplished much in the way of restoration or rebuilding. Some parts simply needed repairing, but others were so badly damaged that he and his men had to rebuild. Contemporary English Version says “began repairing and rebuilding the city.”
