Pays no heed to you: see 3.12.
Makes his petition: this is the same verb as in verses 7 and 12. It may be translated “says his prayers” or simply “prays.” The ancient Greek translations add “to his God.” While this may or may not have been a part of the original text, it is certainly information that may be supplied in the translation if necessary for understanding or if it sounds more natural.
