Make an examination: literally “the priest shall examine.” While no object is expressed in Hebrew, it is understood that the priest will examine either the person or the affected area of the skin. Since both are true, the translator should choose the one that is most natural in the receptor language.

It has broken out in the boil: that is, it has spread from the boil. Or, perhaps better, “it has spread from the place where the boil was.” This is the same verb as in verse 12. See the discussion at that point.
