Shall present: in some languages the corresponding verb requires an object indicating to whom the goat is presented. In this case it may be stated explicitly that the goat is offered “to the LORD.”

The goat on which the lot fell for the LORD: depending on the translation of the previous verse, this may be restructured to say something like “the goat chosen to be sacrificed” or “the animal designated for the LORD.”
