For the Lord of all will not stand in awe of any one, nor show deference to greatness: The connector For may be omitted as in Good News Translation. The word used here for Lord is not the usual word; it indicates rule, and fits in with the series of nouns used in verses 1-2. Lord of all therefore refers to “the Ruler of all humanity” or “the One who rules over all people.” The intended sense of “all humanity” is an unexpressed “… including you kings.” The statement that God is not intimidated by anyone (will not stand in awe of any one) implies “and that includes you kings.” The first two lines may be rendered “The Ruler of all humanity is not afraid of anyone, and he does not do homage to [or, bow down to/grovel before] anyone, no matter how great they are.” This could be expressed another way: “No one is so great that they can make the Ruler of all humanity afraid of them, or make him bow down to them.”

Because he himself made both small and great, and he takes thought for all alike: Small and great refers to ordinary common people and powerful people. Good News Translation expresses the meaning of the last line well: “he provides for [or, takes care of] all equally.” See Pro 22.2.
