Although certain lawless men of his nation kept making complaints against him: The Jews who had little regard for the Jewish Law took the opportunity of the conference to challenge Jonathan again (see verse 21). Good News Bible seems to interpret this verse as referring to the same complaints as verse 21, but we think it is better to see it as pointing to a continuation of those accusations (so Revised Standard Version). Contemporary English Version has a good model here:

• Some Jews who were unfaithful to their Law kept bringing charges against Jonathan.
