But the second that is to reign shall hold sway for a longer time than any other of the twelve: See 2 Esd 11.13-17. The second that is to reign is the emperor Augustus. Hold sway means to rule. The phrase of the twelve may be left implied (so Good News Bible, Contemporary English Version). Good News Bible provides a helpful model for this verse.
