In verses 27-28 the LORD addresses Jeremiah, and so both Good News Translation and Die Bibel im heutigen Deutsch make this identification: “So, Jeremiah, you will speak….”

You shall speak … to them, but they will not listen … You shall call to them, but they will not answer you: See verse 13.
