Give ear, you that rule over multitudes, and boast of many nations: Good News Translation has changed the structure of this verse, so that a statement is made about the rulers. This is possible, but it would be better to keep this verse parallel to the previous one; for example:

• Pay attention, you that govern large populations, and can boast that you rule over whole nations.
